Redeemer R.K Ganoo is an accomplished Development Planning and Monitoring specialist with extensive experience in public sector performance management, policy analysis and results-based planning. He currently serves as Head of the Public Investment Unit and Senior Development Planning Officer at the Ministry of Environment, Science and Technology, where he provides strategic oversight for public investment processes, coordinates multisectoral reporting to the National Development Planning Commission, and supports the implementation and evaluation of national programmes in environment, technology and industrial development.
With a professional career spanning national, municipal and presidential institutions, Redeemer has contributed to high level monitoring and evaluation of flagship Government initiatives including One District One Factory, One Village One Dam and Planting for Food and Jobs. His earlier role at the Office of the President involved leading reviews of Government results frameworks, undertaking rapid evaluations and supporting the preparation of national development plans, annual action plans and donor financing reports.
Redeemer’s professional background also includes managerial experience at the EU Mushroom Centre under the Adentan Municipal Assembly, where he oversaw operations, production systems, infrastructure management and market outreach. His grounding in local governance and national service roles further strengthens his understanding of development implementation at the community and district level.
He holds a Master of Science in Planning, Monitoring and Evaluation from the Kwame Nkrumah University of Science and Technology and a Bachelor of Science in Planning from the University for Development Studies. He is a member of the Ghana Institute of Planners and the Commonwealth Association of Planners.
Redeemer has participated in numerous international and national capacity building programmes covering circular economy, sustainable environmental assessment, evidence-based policy making, monitoring and evaluation systems, data collection and analysis, and donor funded project reporting. His achievements include serving as Secretary to the Entity Project Committee of the Foundry and Machine Tooling Centre Project, representing Ghana in World Bank loan negotiations, contributing to national evaluations submitted to Cabinet and supporting the compilation of Ghana’s 2019 SDGs Progress Report.
