Eugene Elorm Adzraku, CEnv, MISEP

Board Vice Chair

Eugene Elorm Adzraku is a Chartered Environmentalist (CEnv) and a highly distinguished environmental sustainability professional with over 12 years of experience delivering environmental and social safeguards, ESG advisory, and impact assessment services across infrastructure, energy, climate, and digital development sectors in Africa. He has built a strong reputation for supporting governments, development partners, and private sector institutions to integrate environmental sustainability, climate resilience, and social risk management into major development programmes and investments.

He is the Environmental and Social Safeguards Specialist at the Ministry of Communication, Digital Technology and Innovations, where he leads safeguards compliance for the World Bank-funded Ghana Digital Acceleration Project (GDAP). In this role, he oversees environmental and social risk management for national digital infrastructure investments. Previously, he served as Program Coordinator for Environmental and Social Risk Management at the Ministry of Finance under the World Bank-funded Public Financial Management for Service Delivery (PFM4SD) Program, where he led the integration of environmental and social risk management into national public financial reforms.

Eugene actively contributes to sustainability policy dialogue and climate governance initiatives. He is a member of Ghana’s Extended Producer Responsibility (EPR) Technical Working Committee, contributing technical inputs to EPR legislation, compliance schemes, and the national e-registry framework. He is also a member of the Technical Working Group under the Office of the Minister of State for Climate Change and Sustainability, supporting the integration of climate risk management, sustainability, and circular-economy principles into national policy and institutional frameworks.

In addition, he serves as Director of Research and Operations at Climate Communications and Local Governance Africa (CCLG-Africa) and Technical Advisor on Environmental Stewardship, ESG and Sustainability at Development Insights Hub (DIH), where he supports climate governance research, circular economy initiatives, and sustainability capacity-building programmes.

Over the course of his career, he has led and contributed significantly to numerous Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), and climate risk assessments for projects across various sectors. His experience spans regulatory compliance, lender safeguards frameworks, and international best practice standards including the World Bank Environmental and Social Framework, IFC Performance Standards, and broader ESG governance frameworks.

Eugene previously served as Environmental and Social Coordinator at Contracta Construction UK Ltd, where he led the implementation of environmental and social safeguards for major national infrastructure projects including the Kumasi International Airport Expansion, Kumasi Central Market Redevelopment, the Komfo Anokye Teaching Hospital Maternity and Children’s Block, and the 100km Kumasi Inner Ring Roads Project.

Eugene holds a Master’s Degree in Environmental Sustainability from University College Dublin, Ireland, and a Bachelor’s Degree in Environmental Science from the University of Cape Coast, Ghana. He is a Full Member of the Institute of Environmental and Sustainability Professionals (ISEP, UK), and a member of several professional bodies including the International Association for Impact Assessment (IAIA), the Ghana Institute of Safety and Environmental Professionals (GhISEP), and the Project Management Institute (PMI).

As Board Vice Chair of GreenSense, Eugene brings deep technical expertise in environmental governance, sustainability strategy, ESG integration, and climate-resilient development. He is passionate about advancing practical solutions that strengthen environmental stewardship, promote responsible resource management, and support inclusive and sustainable development in Ghana and beyond.
