Ahmed-Qamar Issah is a seasoned legal and management professional with a unique blend of expertise in law, banking and finance, supply chain management, and public sector procurement.
He holds a Bachelor’s degree in Banking and Finance from Central University, Ghana, and a Bachelor of Laws (LLB) from the same institution. He further obtained a Master of Science (MSc) in Supply Chain Management from Coventry University, United Kingdom. After completing his professional law course at the Ghana School of Law, he was called to the Ghana Bar as a Barrister and Solicitor of the Supreme Court of Ghana.
Currently serving as Manager of the Procurement & Projects Directorate at the National Health Insurance Authority (NHIA), Ahmed-Qamar Issah oversees strategic procurement, contract management, and the successful delivery of critical infrastructure and supply chain projects that support the operational efficiency and sustainability of Ghana’s National Health Insurance Scheme.
With his multidisciplinary background, he brings rigorous legal insight, financial acumen, and best-practice supply chain principles to ensure transparency, value for money, and compliance in all NHIA procurement and project activities. His work plays a pivotal role in strengthening the Authority’s ability to deliver accessible and affordable healthcare to millions of Ghanaians.
